Delaware Coastal Programs, in the Department of Natural Resources & Environmental Control’s Division of Soil and Water Conservation, is a network of programs that helps manage Delaware’s coastal zone and resolve conflicts related to coastal zone issues. Our mission is to preserve, protect, develop and enhance the resources of our state’s coastal zone through effective administration of the Delaware Coastal Management Program and the Delaware National Estuarine Research Reserve.

The Delaware Coastal Management Program, established in 1979, works to protect, develop, and where possible enhance the coastal resources of the State. It does this through the review of federal and state projects to ensure that they are consistent with state coastal policies, special area management planning, assistance to state and local governments for local land use planning, and other special on-the-ground projects related to Delaware's coastal resources.

The Delaware National Estuarine Research Reserve (DNERR), established in 1993, is a cooperative program between the State of Delaware and the National Oceanic and Atmospheric Administration (NOAA). The DNERR is one of 27 National Estuarine Research Reserves across the country whose goal is to establish, protect, and manage natural estuarine habitats for research and education. The DNERR consists of two main components, the Blackbird Creek Reserve and St. Jones Reserve. These sites include both brackish and freshwater estuaries, and represent the diverse estuarine ecosystems found throughout the Mid-Atlantic. Our mission at the DNERR is to preserve and manage the natural resources within the Reserve as a place for research, to provide education and outreach programs that promote better
understanding of Delaware’s estuarine and coastal areas, and to promote informed
coastal decision-making.
